#38797 - Fix error on payment method change

It skips the plugins payment method filter for orders, that are already finished.
3. Describe each step to reproduce the issue or behavior.
- Place an order
- Go to the storefront order history
- Change the payment method of an order (Screenshot)
- The current payment method should show up and you should be able to change it
