42744 - Fixed a bug where the "Free" payment method was preselected during registration

It's a bug fix.
2. What does this change do, exactly?
It uses the logic from the assigned rule to check if the payment method is required.
3. Describe each step to reproduce the issue or behavior.
The behavior is not reproducible locally for me. I will send a beta version to the customer to test it.
