41019 - Fix further problems

The payment methods are not filtered by rule id anymore.

It fixes the bug.

- Install & activate the plugin
- Ensure you have 1 payment method with a custom rule
- The rule is ignored completely and the payment method is usable
- Apply this fix
- The rule is no longer ignored
