#40444 - Payment method can be changed again on the checkout conform page

To fix a bug.
2. What does this change do, exactly?
- It restores the payment method only if the current payment is the
Freepayment method
3. Describe each step to reproduce the issue or behavior.
- Put product to cart
- Login with a customer
- Go to checkout confirm page
- Check if you can choose another payment method
