#40434 - Fix problem with payment methode "Free"

To fix a bug.

- It prevents the output of the payment method "Free" at account payment page
3. Describe each step to reproduce the issue or behavior.
- Login as a customer at storefront
- Go to the payment methods at your account
- Check if the payment method "Free" is not displayed
- Put product(s) to cart
- Go to the payment methods at your account
- Check if the payment method "Free" is not displayed
- Check if this MR still working !10 (merged)
